This is not the same as Destination Tag. The Destination Tag is used for common address disambiguation. So if I have a cold wallet address that I want you to send to, and the same cold wallet address for someone else to send to, I need to know which of your accounts to credit when funds come in. For that, I use a Destination Tag.
The tags that Ravencoin would implement are very much like an asset, but the difference is that it is sent by a KYC provider to an address that I own. Now my address is allowed to receive a Restricted Asset.
You can almost think of them as opposites:
Destination Tag — Token can go anywhere, but I need to know where it came FROM.
Ravencoin Tag — Token can only go TO an address with a tag that the Restricted Asset recognizes.
